2023 PH (RIA) Training Workbook to foster regulatory efficiency

ARTA Secretary Ernesto V. Perez led the launching ceremony of the 2023 Philippine Regulatory Impact Assessment (RIA) Training Workbook on August 15, 2023, at the Novotel Manila. 

The RIA Training Workbook is a comprehensive guide for implementing government agencies, including their respective offices and exporters, enabling them to carry out and embrace the RIA process effectively. The workbook offers systematic instructions, equipping them with essential knowledge and tools to navigate regulatory requirements, optimize efficiency, and foster an environment conducive to growth.

COMELEC and ARTA partners toward streamlining processes during COMELEC Gun Ban

The Commission on Elections (COMELEC) and the Anti-Red Tape Authority (ARTA), together with the Department of Information and Communications Technology (DICT), the Philippine National Police-Firearms and Explosives Office (PNP-FEO), Landbank, and the Semiconductor industry, will create a Technical Working Group (TWG) to streamline and harmonize PNP processes on the application of the Certificate of Authority to Transport (CA-TT).

ARTA and 8888 CCC signs Agreement on Unresponsive Agencies

The Anti-Red Tape Authority (ARTA) and the 8888 Citizens Complaint Center (CCC), under the auspices of the Office of the President, officially signed the Memorandum of Agreement (MOA), systemizing the public feedback mechanism on stakeholders’ complaints against unresponsive agencies and authorizing the 8888 CCC to file formal complaints against said unresponsive government institutions with ARTA to ensure prompt action and resolution.

ARTA issues the National Policy on Regulatory Management System (NPRMS)

ARTA crafted an issuance in relation to the National Policy on Regulatory Management System (NPRMS). The objective of such is to formulate a common framework for good regulatory practice for regulators at all stages of the regulatory life cycle.

The NPRMS will also lay down the implementing guidelines and procedures for the implementation of the Regulatory Impact Assessment (RIA) requirement pursuant to Sections 5 and 17 of Republic Act No. 11032 or the Ease of Doing Business and Efficient Government Service Delivery Act of 2018.

ARTA launches e-ARTA Complaints Management System

The anti-red tape watchdog officially launched e-ARTA Complaints Management System, the first of its kind in the Philippine government. The launch of the said online platform was the agency’s approach to digitize its services and make them more accessible and convenient to the public. It features an a) electronic ticketing system; b) paperless complaint filing; c) cloud storage for backup; and d) SMS notification for complaints.

ARTA reiterates to LGUs the ban of imposition of illegal fees

The Anti-Red Tape Authority (ARTA) conducted an info-session to raise awareness for the existence of JMC 2021-01 or the “Omnibus Guidelines on the Suspension of LGU Imposition and Collection of Illegal Fees and Taxes Relative to the Transport of Goods and Products”. This was due to several reports that some LGUs are still collecting pass-through fees and taxes from vehicles transporting goods despite several directives for its ban.

DOF-BOC-ARTA headways onboarding activities of the 18 priority agencies in TradeNet

The Department of Finance (DOF), Bureau of Customs (BOC), together with the Anti-red Tape Authority (ARTA) headways the onboarding activities of the eighteen (18) trade regulatory priority agencies in TradeNet; Six (6) of which were recently onboarded which include BAFS, SRA, FPA, EMB, NMIS and OMB. These agencies are still finalizing their module manuals, operational guidelines, and helpdesk in preparation for their live implementation. The TradeNet Steering Committee also pledged to include another twelve (12) agencies to onboard by September 2021.  

ARTA mandates the on-boarding of 73 TRGAs to the TradeNet platform

The Anti-Red Tape Authority (ARTA) directs the mandatory onboarding of the 73 Trade Regulatory Government Agencies (TRGAs) to the TradeNet through the issuance of Memorandum Circular (MC) 2021-01 last 05 March 2021.  TradeNet is an online platform that harmonizes all licenses and permits for imports and exports.

ARTA launches program NEHEMIA for the logistics sector

The Anti-Red Tape Authority (ARTA) launched Program NEHEMIA for the Logistics Sector, making it the third sector launched among the five identified sectors under the program. 

ARTA’s Program for National Effort for the Harmonization of Efficient Measures of Inter-Related Agencies (NEHEMIA) is a sectoral-based streamlining effort aimed to reduce time, costs, requirements, and procedures in the government sector. One of the five identified sectors is the logistics sector, along with the common towers and interconnectivity sector, the housing sector, the food pharmaceutical sector, and the energy sector.
