BOC mandates onboarding of TRGA’s to TradeNet by March 2021

EDC lauds the pronouncement made by the Bureau of Customs (BOC) AOCG Deputy Commissioner Edward Dy Buco that stakeholders can expect enhanced trade facilitation with the Bureau in 2021.  He added that the Commissioner assures its support towards export growth by prioritizing export-related activities in the Bureau’s 10-Point Priority Program for the upcoming year.

Hence, in collaboration with ARTA, BOC will lead the onboarding (by phase) of all 73 Trade Regulatory Agencies (TRGAs) on TradeNet by  03 March 2021.  Member agencies of the old Philippine National Single Window (PNSW) are prioritized in Phase 1 of the TradeNet onboarding process.  Steps for the Agencies’ onboarding activities to include the following:

1) Project Launch: Creation of Agency Project Management Office (PMO) counterpart.
2) General Orientation: Orientation on TradeNet and new onboarding methodology.
3) Capacity Building: Provide capacity building and equip the agency PMO counterpart.
4) Data Capture: Data gathering, policy review, crafting of to-be processes.
5) Finalization: Agency to go live in TradeNet.

Meanwhile, the Philippine Drug Enforcement Agency (PDEA), the National Tobacco Administration (NTA), and Biodiversity Management Bureau (BMB) are undergoing the final step to Go-Live in TradeNet before the year 2020 ends. 

Following the ‘Whole of Nation (WON)’ approach, many agencies shall support the full implementation of the TradeNet platform, including the Anti-Red Tape Authority (ARTA).   ARTA DG Belgica commits to assist BOC in fast-tracking the onboarding activities of the TRGAs by drafting Resolution No. 12, “Endorsing the Complete Mandatory Onboarding of the Trade Regulatory Government Agencies to the TradeNet,” and proposing 03 March 2021 as the deadline for all the TRGAs to onboard the platform.     

Recent updates on TradeNet were reported by the Bureau of Customs (BOC) during the 2nd National Single Window Technical Working Group (NSW-TWG) virtual meeting on 18 December 2020, and the BOC’s pronouncement made on the NCTPPS Thanksgiving and Year-end meeting held on 22 December 2020. –MRJ
