DOTr considers decoupling conflicting functions of transport agencies

Department of Transportation (DOTr) Secretary Jaime Bautista expressed that they are considering the decoupling of the conflicting regulatory and development functions of the key transport agencies, namely the Philippine Ports Authority (PPA) and Civil Aviation Authority of the Philippines (CAAP).

During the panel discussion, Mr. Alberto Lina, President of the Federation of Philippine Industries, Inc. (FPI), called for separating the conflicting functions of PPA. Secretary Bautista was asked about DOTr’s position on the appeal and acknowledged that there are agencies that are both operators and regulators, one of which is PPA. 

The Secretary stated that he had already requested the DOTr Undersecretary for Maritime to look at it. As for the CAAP, they are proposing the enactment of the Philippine Airport Authority to separate the functions of CAAP.
